Subject: End Saint Paul’s Contract with Flock Safety — Four Urgent Requests

My name is [Your Name], and I am a resident of Ward [#] in Saint Paul.

I am writing to urgently request your action on the City’s use of Flock Safety automated license plate reader (ALPR) cameras. I have four specific requests:

1. DO NOT INSTALL any additional Flock Safety cameras or devices in Saint Paul, effective immediately.

2. DO NOT RENEW any existing contracts with Flock Safety when they come up for expiration.

3. ACTIVELY WORK to cancel the city’s current Flock Safety contracts and arrange for the removal of all existing devices.

4. SUPPORT AN INDEFINATE CITY-WIDE BAN on all Artificial Intelligence (AI) powered surveillance tools including but not limited to ALPR hardware or software from Avigilon, Axis Communications, Axon, Flock Safety, Genetec, Hikvision, Jenoptik, Kaya Vision, Leonardo, Milesight, Motorola Solutions, and/or Neology.

AI-powered ALRP systems like Flock Safety conduct mass surveillance of all our residents and visitors — logging every vehicle’s movements without a warrant, without probable cause, and without meaningful public oversight. 

Research has documented that this technology disproportionately harms our Black and brown residents, immigrants, people seeking healthcare, activists, and other members of our most vulnerable communities.

The Minnesota Star Tribune recently reported [ https://www.startribune.com/police-search-immigration-twin-cities-flock-license-plate-cameras-ice-dhs-metro-surge/601807825 ] that Flock data is being used by Immigration and Customs Enforcement (ICE). Audit logs have shown [ https://www.404media.co/a-texas-cop-searched-license-plate-cameras-nationwide-for-a-woman-who-got-an-abortion/ ] that out-of-state agencies — including those in states that criminalize abortion and gender-affirming care — have accessed local ALPR data, bypassing local shield laws. A CBS News investigation documented [ https://www.cbsnews.com/news/license-plate-readers-alpr-mistakes/ ] more than a dozen wrongful stops caused by ALPR errors nationwide. 

Cities including Denver, Syracuse, and our neighbors in Columbia Heights [ https://www.mprnews.org/story/2026/06/09/columbia-heights-city-council-votes-end-flock-safety-camera-contract ] have terminated their Flock contracts after constituent pressure. Saint Paul should do the same.

I ask that you take all four actions listed above. I am watching this issue closely and will share your response with my neighbors and fellow residents.
